Changi Naval Base was established to strengthen Singapore’s maritime security and support the operational needs of the Republic of Singapore Navy (RSN). Built on reclaimed land at the eastern tip of Singapore, the base occupies a strategic position near the Singapore Strait, a critical global shipping lane.
The base’s original mission focused on safeguarding national waters and promoting regional stability. Its location enables Singapore to monitor maritime traffic and respond quickly to potential threats.
Construction began in the late 1990s as part of Singapore’s defense modernization efforts. The base officially opened in 2004 with deep-water berths, advanced logistics, and the capacity to host large vessels, including aircraft carriers.

Changi Naval Base's main gate is the primary access point for all personnel and visitors. The main gate operates 24/7, ensuring round-the-clock access for authorized individuals. All personnel must present a valid Military ID or CAC at entry. U.S. state driver's licenses must comply with the REAL ID Act for access—check your card for the gold star. Security posture is high, with 100% ID checks and random vehicle inspections. Family members and visitors must obtain a pass at the gate; sponsors should accompany guests and present valid identification. Plan extra time for vehicle checks, especially during peak hours.

Changi Naval Base offers a sponsor program to help new arrivals settle in. To request a sponsor, contact your gaining unit's administrative office or the Human Resources department as soon as you receive your orders. Your sponsor will provide guidance on local procedures, housing, and community resources.
Formal in-processing takes place at the Welcome Center, located near the main entrance of Changi Naval Base. The Welcome Center operates Monday through Friday, 0800–1700. Key steps include checking in with Personnel, Finance, Housing, Medical, and your assigned unit. Most in-processing is completed within 2–3 business days, but allow extra time for medical or housing appointments if needed.
The Visitor Control Center (VCC) is situated just outside the main gate of Changi Naval Base. The VCC is open Monday through Friday, 0700–1800. Services include issuing visitor passes, DBIDS registration, and processing guest sponsorships. All visitors must be sponsored by a base-affiliated individual and present valid government-issued identification.
PCS & Relocation Essentials
A moving truck is unloaded as a family moves into their new home. The "Making the Right Move" workshop assists service members and their families by informing them of what to expect at their next duty station and how to prepare for their travels.
PCS to Changi Naval Base starts with receiving official orders. Next, contact the Transportation Office to discuss your move options and begin planning your shipment. Most service members use the Defense Personal Property System (DPS) to schedule and track their move. You can choose between a Household Goods (HHG) shipment, where the government arranges movers, or a Personally Procured Move (PPM/DITY), which may allow you to earn a partial reimbursement if you move yourself.
You are entitled to several relocation benefits. Temporary Lodging Expense (TLE) helps offset lodging costs while you secure permanent housing, and Dislocation Allowance (DLA) helps with miscellaneous moving expenses. Use the DPS portal to manage your shipment, check entitlements, and upload required documents. Contact your sponsor or the base Welcome Center for local arrival guidance and support.
