Military Base History
Seabees assigned to Naval Mobile Construction Battalion (NMCB) 4, build a pedestal for a future statue at the entrance of the Naval Civil Engineer Corps Officers School on Naval Base Ventura County, Port Hueneme, California, April 21, 2025. The statue has historical significance to the Seabees....
Naval Base Ventura County (NBVC) originated during World War II to support the U.S. Navy's Pacific operations. The base began as two separate installations: NAS Point Mugu and CBC Port Hueneme, both established in 1942.
Both sites were created to meet urgent wartime needs—NAS Point Mugu for missile testing and training, and CBC Port Hueneme as a home for the Navy's Seabees and logistics hub.
Throughout the Cold War, NBVC's components expanded to meet new defense challenges. NAS Point Mugu became a center for missile development, including the testing of the AIM-7 Sparrow and AIM-54 Phoenix.
CBC Port Hueneme grew as the primary West Coast base for Seabee units, supporting construction and humanitarian missions worldwide. The installations hosted Fleet Air units, Seabee battalions, and specialized test squadrons.
In 2000, the Navy merged NAS Point Mugu and CBC Port Hueneme, officially creating Naval Base Ventura County. This consolidation streamlined operations and enhanced support for fleet readiness.
NBVC now includes a third site, San Nicolas Island, which serves as a missile and drone testing range for advanced weapons systems.
Today, NBVC is a vital logistics and testing hub for the Navy and Department of Defense. It supports more than 100 tenant commands, including the Naval Air Warfare Center Weapons Division and the Pacific Seabees.
The base is a key employer in Ventura County and plays a major role in disaster response and homeland security. NBVC has not been named after a person and has not undergone commemorative renamings; its changes reflect mergers and mission evolution.

Welcome to NBVC! Arriving at a new base can be a busy time, but preparing your documents and understanding the check-in process will help you settle in quickly. For the latest updates and detailed resources, visit the official NBVC website.
NBVC has several entry points, but the Main Gate is the primary access point for new arrivals. The Main Gate operates 24/7 for authorized personnel. Be ready to show your Military ID or CAC at all times—100% ID checks are enforced. If you use a state-issued driver’s license, ensure it meets REAL ID Act standards. Vehicle inspections are random, so allow extra time for potential checks. For family members or visitors, stop at the gate and follow directions to the Visitor Control Center to obtain a temporary pass. During in-processing, you’ll visit Personnel, Finance, Housing, Medical, and your Unit Check-in office. Most personnel complete in-processing within 2–3 business days, but plan for possible delays during peak PCS season.
The Visitor Control Center (VCC) is just outside the Main Gate. It is open Monday through Friday, 0600–1800, and Saturday, 0800–1200. PCS & Relocation Essentials
Military spouse Valerie McNulty says the use of a GPS tracker placed in her household goods during her Family’s recent permanent change of station made national news headlines, and led to conversations with top Department of Defense officials about bettering PCS experiences.
Start your PCS to Naval Base Ventura County (NBVC) by reviewing your official orders and contacting your local Transportation Office. This office helps you choose between a Household Goods (HHG) shipment and a Personally Procured Move (PPM), also known as a DITY move. Use the Defense Personal Property System (DPS) at move.mil to schedule your move, track shipments, and manage paperwork. NBVC has busy moving periods, so start early to secure your preferred dates.
Know your entitlements: You may receive a Dislocation Allowance (DLA) to offset moving costs and Temporary Lodging Expense (TLE) to cover short-term housing. For NBVC, standard CONUS TLE rules apply. Make sure you keep receipts and check your eligibility for each benefit. The DPS system is your main tool for managing your PCS, so keep your login details handy and monitor your move status often.
