NSA Monterey was established to support the U.S. Navy’s growing need for advanced language and intelligence training. Its original mission focused on providing administrative and logistical support for the Defense Language Institute (DLI), which moved to Monterey in the 1940s.
During World War II, the site became vital for training military linguists in Japanese and other critical languages. These efforts directly supported wartime intelligence operations and enhanced the military’s ability to interpret enemy communications.
Expansion occurred during the Cold War as language needs broadened to include Russian, Chinese, and other strategic languages. NSA Monterey responded by adding new facilities and technologies, reflecting the changing demands of military communications and intelligence.
Today, NSA Monterey continues to serve as the host command for the DLI and other tenant organizations. The base provides essential operations and support services, ensuring that military linguists and intelligence specialists receive world-class training.
The base plays a key role in supporting national security missions worldwide. NSA Monterey has not undergone significant official name changes since its establishment, consistently operating under its current designation and maintaining its specialized support role within the Navy and Department of Defense.

NSA Monterey welcomes service members and families with a streamlined PCS process. After receiving official orders, your first step should be to contact your local Transportation Office to schedule your move. Choose between a Household Goods (HHG) shipment, where the government arranges movers, or a Personally Procured Move (PPM/DITY), where you manage the move and may receive reimbursement. Both options require you to create and manage your move in the Defense Personal Property System (DPS).
You are entitled to key benefits, including Temporary Lodging Expense (TLE) to offset hotel costs while house-hunting, and Dislocation Allowance (DLA) to help with relocation expenses. Use the DPS portal to track shipments, upload documents, and communicate with your move coordinator. NSA Monterey’s central location can mean high housing demand, so plan early and keep your sponsor informed about your timeline. For more details, review the official PCS resources below.
